Publishing Rules for Pediatric Neurology and Neurosurgery journal

While sending an article for edition, the following rules need to be followed:
  1. Articles must have а visa of the research supervisor and а cover letter from the administration of the organization addressed to editorial office of the journal.
  2. The article has to be printed on one side of a page through 1.5 intervals and have left margin of 4 cm. Providing of the electronic version of the article is a must. File format - Word (expansion *.doc, *.txt), carrier – see point 11.
  3. The volume of original articles and lectures, including tables, pictures, literature and the summary, shouldn't exceed 15 pages, reviews - 20 pages. All articles have to be provided in two copies. The size of a message or a note shouldn't exceed 5 pages.
  4. At the beginning of the 1st page the following should be indicated in subsequent order: 1) article title, 2) initials and surnames of authors, 3) organization sending the article, 4) the city;
  5. The original article should consist of a short introduction, a description of its own material and techniques of study, results of their discussion, conclusions, an index of the literature. The bibliographic references in the text of article are given in square brackets with numbers that correspond to the index of literature.
  6. The bibliographic indexes of the works are provided at the end of the article. The cited literature has to be provided in an open form and is printed on a single sheet in accordance to bibliography requirements. The sources are provided with surnames and initials of all authors in alphabetic order: locals first, and then – the foreign; the full name of the article; the name of the source where article was published: the volume, number, pages (from & to) or the full name of the book; place and the year of the edition. The surnames of foreign authors, the name and the output data of their works are given in an original transcription. Each source has to be written at a new line.
  7. Article has to be signed by all authors indicating the surname, name and the middle name of the author who will be contacted by editorial board, his/her phone number and the addresses with the postal code, an e-mail address.
  8. Article has to be carefully verified by the author. Reduction of words, names (except the standard reductions of measures, physical, chemical and mathematical quantities and terms) isn't allowed. We follow the SI system of measurements in the articles. Special terms should be provided in the Russian transcription.
  9. Graphs, images and the charts should have appropriate sharpness, photos must have proper contrast. The size of the images should not be less than 9x12 cm. All images must have caption notes. The inventory of images and the notes are obligatory and should be provided on a separate sheet with the indication of number of image and its location in the text; the explanation of the meanings of all curves, letters, figures and other reference designation should also be provided. The location where the picture or the table has to be placed in the text has to be indicated in a square in the left field: the number of the picture or the table should be put in the square.
  10. A summary up to 1/2-3/4 pages (20-25 lines) is attached to each article, printed on a single sheet. The summary possibly should reflect the entire essence of stated matter, research technique, material of work and its results with the indication of the name of work, surname and initials of authors.
  11. The edition reserves the right to reduce and edit articles and illustrated materials.
  12. DATA ON AUTHORS (or about one) should be provided at the end of the article: this data in print form will be located at the end of the article in the magazine
  13. Articles for publication are accepted and issued free of charge.
  14. Article name, organization, authors, the summary, keywords, caption notes, names of tables and graphs – everything should have an English translation.
  15. Ethical requirements and publication rules:
  1. author should submit only the original study;
  2. method of data obtaining should be described - to be reproduced if necessary
  3. references to the cited works should be given to exclude the possibility of plagiarize or violations of professional ethics;
  4. the present research archive should be accessible if necessary during not less than two years;
  5. simultaneous submitting of the original works to other journals are not accepted; and will be considered as violation of professional ethics;
  6. using patients’ personal data/information requires their permission or, in case of children or incapacitated patients, that of the parents or guardians;
  7. publication of the researches Involving Human Subjects should comply with the 1964 Declaration of Helsinki on Ethical Principles for Medical Research Involving Human Subjects, with the 1975, 1981, 1989, 1996, 2000, 2002,2004, 2008 and 2013 additions;
  8. when using data of experiments on animals, humanist attitude to experimental animals should be observed;
  9. discussion and reviewing of the work is strictly confidential;
  10. no part or data of the work rejected can be used either by reviewers of the journal staff, until the paper has been published;
  11. the reviewers’ conclusions should be based exclusively on the scientific value of the work;
  12. the reviewing is strictly anonymous;
  13. the reviewers’ objections and suggestions should be well grounded, and if necessary contain references to literature;
  14. personal criticism of the author is inadmissible and will be regarded as ethics violation;
  15. the reviewing should be completed within time established by the journal;
  16. the reviewer’s observations shall be made known to the author;
  17. the final decision concerning the publication of the work should be made proceeding from the scientific and practical value of the research; it should be fair and comply with professional and scientific ethics.

These rules are adapted text of the common requirements and rules of the Ethics Committee publication (COPE, ).

Reviewing procedure for the manuscripts (articles) sent to the “Childhood neurosurgery and neurology” magazine 
  1. The article received by the editorial office is considered by the executive editor with respect to its compliance to the magazine’s specialization and execution requirements.
  2. The manuscript sent to the editorial office should be accompanied by a supplementary sheet filled in by the authors.
  3. The article is sent to two or, if necessary, three reviewers – members of the editorial board or, if necessary, to other specialists having adequate work experience in the research area. Those specialists that work in the same department or affiliate where the work had been executed are not allowed to take part in the reviewing.
  4. The article is given to the reviewer anonymously, without any information about the authors. The review is sent from the editorial board to the author also anonymously without any information about the reviewer. The author and the reviewer can communicate without mediation of the editorial office by their mutual accord, if it is necessary for the work on the manuscript and if there are no hindrances of personal or other nature stated by them or by the editor.
  5. The reviewers are notified that the manuscripts sent to them are intellectual property of the authors and refer to confidential information. The reviewers have no right to use their knowledge of the work’s contents to their advantage before its publication.
  6. The review should contain comprehensive analysis of scientific and methodic advantages and disadvantages of the article as well as constructive remarks for improvement of the article.
  7. The reviewer should evaluate:
    • timeliness of the article’s contents: whether the level of the presented material corresponds to the recent achievements of science and technology;
    • up-to-dateness, relevance and freshness of scientific and practical results of the conducted research;
    • comprehensiveness and reliability of the given data;
    • correctness and accuracy of terminology, definitions and formulations, style of the narrative;,
    • observance of standards and rules of professional ethics.
  8. The review should contain exact recommendations concerning the article
    • accept without changes,
    • accept with insignificant changes,
    • accept with significant changes,
    • decline.
  9. The review is sent to the executive editor within a period not exceeding 1 month from the date of receiving the manuscript by the reviewer.
  10. If the review contains recommendations on correction and improvement of the article it is sent to the author with proposition of taking the recommendation into account when preparing the new variant of the article or their reasoned refutation. The article should be returned corrected within 1 month. The reworked article should be accompanied by a letter from the author containing answers to the remarks and explaining the changes made to the article. The reworked article is re-sent to the same reviewer which had made the remarks.
  11. If the reviewer does not recommend the article for publication, the editorial board may send the article back for improvement with consideration of the remarks or send it to another reviewer. The text of the negative review is sent to the author.
  12. Manuscripts that had got discrepant reviews are sent for additional reviewing. If the manuscript gets two negative reviews, it is declined
  13. The decision for publication after reviewing is made by chief editor/deputy chief editor or, if necessary, by the whole editorial board. The executive editor brings the decision to the author’s notice.
  14. The critical time for reviewing from the date of receipt of the manuscript by the editorial office to the rendering of decision by the editorial board is 2 months.  
  15. All changes made to the text of the manuscript (article) are coordinated with the author before the publication.
  16. The reviews and the correspondence with the authors remain deposited in the editorial office for no less than 5 years starting from the date of publication. Upon requests the data (copies of the reviews) are provided to expert boards of Higher Attestation Commission, Ministry of Education and Science of the Russian Federation.
  17. No payment for the reviewer’s work is made, all work of the editorial board and the reviewers is free.
